The CSS Neuse was expected to help expel Union forces from New Bern. It ran aground on a sandbar and could not be moved until heavy rain raised the river water level.

Scuttling means sinking a ship on purpose. The Neuse was scuttled so that Union forces could not capture a usable war ship.
