A1: 1-Native Americans, The Cherokee tribe called the Upcountry home but they were not located in the Low Country. 2-The Low Country was primarily settled by English immigrants, while the Upcountry was settled by Scots-Irish. 3-The Low Country not only had representation in the colonial government, it was the seat of the colonial government. But the Upcountry did not have representation in the colonial government at all.
